Are OA’s required still for any purchase (commodity or service) that crosses fiscal year for any dollar amount?There is no verbiage in the current training that mentions crossing of fiscal years and we would appreciate a written answer, in case of audit, we can provide a written response of why we changed our processes.

Is the MAP just a formalized version of what we have already been doing? Also, we clarify in our RFP's for responders to provide the info we are requesting and what format we want it in. This also helps streamline the evaluation phase when we have several responses in the pool to evaluate in addition to lengthy responses due to complex bids/projects.
